Vietnam-France Joint Statement Identifies Cooperation to Establish the School of Railway Technology

On the occasion of the official visit to the French Republic by General Secretary and President To Lam from 10-11 September 2026, Vietnam and France issued a Joint Statement on promoting the implementation of the Comprehensive Strategic Partnership framework. The two Leaders also welcomed the adoption of the Action Plan for the 2026-2028 period, identifying a number of key areas of cooperation, including: “The two Leaders expressed their satisfaction with the strengthening of dialogue between French and Vietnamese enterprises in the railway transport sector and the Memorandum of Understanding between the Hanoi People’s Committee, the French Development Agency (AFD) and the University of Transport Technology on the establishment of the School of Railway Technology” (Clause 8, Vietnam-France Joint Statement).

Previously, on 10 September 2026 in Paris, the Hanoi People’s Committee, AFD and UTT signed a Memorandum of Understanding on the establishment and development of the School of Railway Technology under UTT in Binh Minh Commune, Hanoi. The Memorandum of Understanding was exchanged at the Élysée Palace in the presence of General Secretary and President To Lam and French President Emmanuel Macron.

UTT’s participation in this initiative is built upon more than 80 years of experience in training technical and technological human resources for the construction and transport sectors. The University has also been assigned by the Ministry of Education and Training to lead the Network of Centers of Excellence and Talent in Advanced Transport Technology and Smart Infrastructure. This provides a foundation for UTT to strengthen its role in connecting education, scientific research, innovation, enterprises and international partners in key areas of strategic importance to the sector and the country.
