Introduction of the Book “Artificial Intelligence (AI) Garbage - Challenges in the Digital Era”

On 23 September 2026, in Hanoi, the University of Transport Technology coordinated with the National Political Publishing House to organize a programme introducing the book “Artificial Intelligence (AI) Garbage - Challenges in the Digital Era”, co-edited by Senior Lieutenant General, Prof. Dr. Nguyen Van Thanh and Major, M.A. Cu Xuan Vu. The programme contributed to disseminating the theoretical and practical values of the book while raising awareness of the safe, effective and responsible management and use of artificial intelligence in the context of digital transformation.

Attending the programme were Senior Lieutenant General, Prof. Dr. Nguyen Van Thanh - former Member of the Party Central Committee, former Deputy Minister of Public Security, former Vice Chairman of the Central Theoretical Council, Chairman of the Vietnam - Thailand Friendship Association and co-editor of the book; Assoc. Prof. Dr. Vu Trong Lam - Secretary of the Party Committee, Director and Editor-in-Chief of the National Political Publishing House; together with representatives of central commissions, ministries and sectors, educational institutions, research organizations, units under the Ministry of Public Security, and press and media agencies. Representing the University of Transport Technology were Assoc. Prof. Dr. Nguyen Hoang Long - Secretary of the Party Committee, Rector of the University, together with representatives of the Board of Rectors, leaders of units, staff, lecturers and UTT students.

In the context of the country’s efforts to accelerate the implementation of the Resolution of the 14th National Party Congress and Resolution No. 57-NQ/TW dated 22 December 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation, the book contributes to clarifying a new issue arising from the development and application of artificial intelligence; raising awareness and responsibility in the safe, effective and responsible management and use of artificial intelligence.

Overview of the programme

The book Artificial Intelligence (AI) Garbage - Challenges in the Digital Era consists of three chapters, clarifying fundamental issues relating to AI and “AI garbage”; analysing challenges to politics, law-making and national governance, the economy, culture, society, national defence, security and foreign affairs; while proposing policy orientations, control measures and a process for preventing “AI garbage”. Notably, the authors point out the possibility that inaccurate content generated by AI may subsequently become data for other AI systems, creating a cycle in which inaccuracies accumulate and are amplified, affecting the quality of the information environment and data ecosystem.

On that basis, the authors emphasize the need to shift from responding to consequences towards proactively identifying, forecasting and preventing risks; and propose an eight-step process for preventing “AI garbage”: from developing a proper understanding of AI, controlling input information, evaluating and verifying AI-generated results to using AI for the right purposes, exercising caution when sharing, complying with laws, ethics and cultural standards, and refraining from disseminating content identified as “AI garbage”.

Speaking at the book introduction programme, Assoc. Prof. Dr. Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House emphasized that, with its interdisciplinary and systematic approach, the book contributes to identifying and explaining a new phenomenon arising alongside the rapid development of artificial intelligence; while also addressing the governance and control of “AI garbage” in relation to AI ethics, technology governance, human security and sustainable development.

According to Assoc. Prof. Dr. Vu Trong Lam, in the digital era, we need not only to know how to use technology, but also to know how to verify information, maintain independent thinking, comply with laws and ethical standards, and take responsibility for the use of AI.

Assoc. Prof. Dr. Nguyen Hoang Long - Secretary of the Party Committee, Rector of the University of Transport Technology stated that, in recent years, science, technology, innovation, digital transformation and international integration have become important pillars of the University’s development strategy. This also provides a foundation for UTT to proactively approach, research and apply new technologies, including artificial intelligence.

Highly appreciating the significance of the book “Artificial Intelligence (AI) Garbage - Challenges in the Digital Era”, Assoc. Prof. Dr. Nguyen Hoang Long emphasized that the book not only helps identify “AI garbage”, but also analyses the impacts of AI across various fields and proposes orientations and solutions to prevent and control risks arising from its use. According to the Rector, the book is a useful reference for managers, scientists, lecturers and students, contributing to enhancing their capacity to use AI effectively and responsibly while maintaining independent thinking, verification skills and integrity in learning, research and work.

A meaningful part of the programme was the presentation of copies of the book to representatives of several central commissions, ministries and sectors, agencies, organizations and the University of Transport Technology, thereby contributing to disseminating the book’s values and messages to a wider readership.

At the programme, Senior Lieutenant General, Prof. Dr. Nguyen Van Thanh directly engaged in discussions with experts, lecturers and students on issues related to the book’s content. This provided an opportunity for UTT students to ask questions, exchange views and gain further perspectives on the opportunities and challenges arising from the rapid development of artificial intelligence in the digital era.

Through the book introduction programme, UTT continued to create an academic space for staff, lecturers and students to engage with emerging issues in science, technology and digital transformation; while raising awareness of the need to harness the value of AI alongside responsibility, safety and effectiveness in learning, research and daily life. At the same time, the programme contributed to strengthening connections between the University and research and publishing organizations, experts and scientists, thereby promoting a culture of reading and a proactive approach to emerging issues of the digital era.
