UTT’s Journal of Science and Technology in Transport (JSTT) Officially Indexed in Scopus

On April 24, 2025, the University of Transport Technology (UTT) held a formal ceremony to announce that its Journal of Science and Technology in Transport (JSTT, ISSN 2734-9950) has been officially accepted into Scopus-one of the world’s most prestigious and influential scientific indexing databases.

The ceremony was attended by Mr. Trần Hồng Minh – Member of the Central Committee of the Communist Party of Vietnam and Minister of Construction; Mr. Phan Xuân Thuỷ – Deputy Head of the Central Commission for Propaganda, Education and Mass Mobilization; Assoc. Prof. Dr. Vũ Trọng Lâm – Editor-in-Chief and Director of the Truth National Political Publishing House; together with representatives of ministries, governmental bodies, leaders of higher education institutions, and a large number of UTT faculty members and students.

Established under Publication License No. 399/GP-BTTTT issued by the Ministry of Information and Communications, JSTT officially launched operations on June 29, 2021. The journal has published 11 issues from 2021 to 2024 and is now indexed in Scopus and Scimago Journal Rank (SJR), under the multidisciplinary engineering category, with highlighted topics including construction engineering, applied mechanics, transport technology, materials science, and structural engineering.

Speaking at the event, UTT President Assoc. Prof. Dr. Nguyễn Hoàng Long emphasized that the recognition of JSTT by Scopus marks a major milestone in the journal’s development, serving as a foundation for further advancement on the global academic map and affirming the intellectual contributions of Vietnam in the field of transportation science.

He underscored that JSTT’s achievement is not only a source of pride for UTT, but also an important motivation and inspiration for higher education institutions nationwide. It represents a vivid example of determination, innovation, and resilience in improving university governance, enhancing scientific research quality, and promoting international publication. This accomplishment contributes to the realization of Resolution No. 57 issued by the Politburo on developing and applying science and technology, innovation, and digital transformation in education and training. With strong commitment and ambition, Vietnamese universities are fully capable of integrating into and competing fairly within the global academic environment.

On behalf of the Ministry of Construction, Minister Trần Hồng Minh affirmed that the event demonstrates Vietnam’s determination in implementing the Party and State’s policies on science and technology development, innovation, and digital transformation as articulated in Resolution No. 57-NQ/TW (December 22, 2024) on breakthrough innovation in science, technology, and digital transformation, as well as in Resolution No. 71/NQ-CP (April 8, 2025), which further refines the strategies outlined in Resolution No. 57.

“The indexing of JSTT in Scopus is not only a significant milestone for UTT, but also a national achievement, affirming the rising status of Vietnamese scientific journals in the global academic landscape.

As far as I know, JSTT is among the very few journals in Vietnam published by a university that have received international recognition, fully developed through academic capacity, rigorous peer-review processes, and a clear internationalization strategy. This confirms that with strong will, appropriate strategy, systematic investment, and perseverance, Vietnamese research and training institutions can develop internationally accredited scientific journals, contributing to the goal of making science and technology a true driving force for national development,” Minister Trần Hồng Minh emphasized.

The Minister also highlighted that, to fulfill strategic goals in the coming years, high-quality human resources continue to be a breakthrough priority, requiring strong determination and collaboration among educators and administrators. He urged UTT to:

  • Identify scientific and technological development, innovation, and digital transformation as top priorities and key drivers of socio-economic advancement, preventing the risk of backwardness and accelerating national progress;
  • Develop a virtuous and talented academic staff equipped with passion, professional expertise, skills, creativity, and teaching capacity, serving as role models for students;
  • Implement breakthrough policies to foster leading experts, especially in strategic fields such as construction management, transport engineering, and notably, high-speed railway technology;
  • Build a healthy, dynamic learning environment that fosters practical training and research, enabling graduates to quickly adapt to professional requirements;
  • Accelerate digital transformation in higher education and expand international cooperation, especially in key disciplines, to enhance the university’s capabilities and attract students;
  • Expand enterprise-based training partnerships, including collaboration with major corporations, to integrate theoretical learning with professional practice and modern construction technologies, thereby supplying high-quality human resources for the sector and the Ministry.

The recognition of JSTT in Scopus not only reflects UTT’s strategic development vision but also creates a broader academic platform for domestic and international researchers to publish impactful and high-quality scientific works. JSTT is playing an increasingly important role as a bridge between research, application, and policy-making in engineering, transportation, and construction, contributing to the nation’s sustainable development.
