Attending the conference, on behalf of the Ministry of Construction, were Assoc. Prof. Dr. Pham Minh Ha – Deputy Minister of Construction, and Ms. Do Nguyet Anh – Deputy Director General of the Department of International Cooperation. Representing UTT were members of the University's Board of Rectors, leaders of various units, lecturers, and students.
The conference also welcomed distinguished domestic and international speakers, including Prof. José M. Goicolea from the Technical University of Madrid, Spain; Prof. Sybil Derrible from the University of Illinois Chicago, the United States; Assoc. Prof. Saeed Banihashemi from the University of Technology Sydney, Australia; Assoc. Prof. Dr. Pham Minh Thong from the University of Adelaide, Australia; Assoc. Prof. Dr. Ho Si Lanh from the University of Transport Technology; and Dr. Le Nguyen Khuong from the University of Transport Technology and the University of Canberra, Australia.
The conference was also attended by representatives of agencies and organizations, leaders of universities and research institutes, enterprises, media agencies, and, in particular, scholars and scientists from many countries around the world.

The conference attracted the participation of domestic and international experts and scientists.
Deputy Minister of Construction Pham Minh Ha and Assoc. Prof. Dr. Vu Ngoc Khiem – Permanent Vice Rector of the University of Transport Technology presented commemorative gifts to the conference speakers.

Dr. Tran Thanh An – Vice Rector of the University presented certificates to representatives of the conference sponsors.
In his opening remarks, Assoc. Prof. Dr. Vu Ngoc Khiem, Vice Rector of the University, stated that in recent years UTT has undergone comprehensive innovation in education and scientific research and achieved many outstanding results. Notably, the University's Journal of Science and Transport Technology (JSTT) was indexed in Scopus after only three years of establishment and was ranked Q3 the following year. In addition, the University's lecturers and scientists have participated in developing more than 100 technical standards for high-speed railways and electrified railways.
Assoc. Prof. Dr. Vu Ngoc Khiem emphasized that UTT has been assigned by the Ministry of Construction to serve as the national focal point for railway human resource training in the new period and has also been entrusted by the Ministry of Education and Training to lead the Network of Centers of Excellence and Talent Development in Transport Technology and Advanced Smart Infrastructure. This has provided an important foundation for the University to organize this international conference.

Delivering his keynote address at the conference, Assoc. Prof. Dr. Pham Minh Ha, Deputy Minister of Construction, highly appreciated UTT's efforts in organizing a meaningful academic forum that not only serves scientific research but also provides a platform for discussions on policies, technologies, training, and practical cooperation in the fields of construction, transportation, and national infrastructure.
According to the Deputy Minister, Vietnam is entering a new stage of development with increasingly higher requirements for integrated, modern, smart, and sustainable infrastructure systems. Large-scale projects such as high-speed railways, expressways, airports, seaports, and urban infrastructure require new technologies, standards, data systems, management models, and high-quality human resources. In this context, science and technology, innovation, digital transformation, and human resource development play a pivotal role, in line with the spirit of Resolution No. 57-NQ/TW, Resolution No. 71-NQ/TW of the Politburo, and Decision No. 2230/QD-TTg of the Prime Minister.
The Deputy Minister urged the University of Transport Technology to continue developing strong research groups, linking research with real-world data, industry needs, and national key projects, while promoting research capable of generating practical products for the management, operation, and development of modern transport infrastructure.
