Vietnam Society of Naval Architecture and Marine Engineering Strengthens Its Role as a Scientific and Technical Connector for the Shipbuilding Industry
On the afternoon of 30 January 2026, the Vietnam Society of Naval Architecture and Marine Engineering convened its 3rd National Congress for the 2026–2031 term, reviewing the Society’s activities during the 2015–2025 period and setting out orientations and key tasks for the coming term. At the Congress, Assoc. Prof. Dr. Vũ Ngọc Khiêm, Party Secretary of the University of Transport Technology (UTT), was elected President of the Society for the 2026–2031 term.
The Congress affirmed that, in the 2026–2031 term, the Society will continue to promote its role as a scientific and technical networking platform for the shipbuilding industry, contributing to closer linkages among research – education – production – operation within the shipbuilding industrial ecosystem, in response to the requirements of marine and maritime economic development in the new period.
Key priorities set out by the Society include fostering exchange and cooperation in research and the application of science and technology in design, newbuilding, repair, operation, and modernization of ships, with particular emphasis on emerging technological trends such as advanced materials, automation, digital transformation, artificial intelligence, and green, low-emission technologies.

The Executive Committee of the 3rd term (2026–2031) makes its official debut at the Congress
At a major working session, the Congress elected the Central Executive Committee of the Vietnam Society of Naval Architecture and Marine Engineering for the 3rd term (2026–2031), comprising 38 members, along with an Inspection Committee of 3 members. Immediately thereafter, the newly elected Executive Committee convened its first meeting and unanimously elected Assoc. Prof. Dr. Vũ Ngọc Khiêm, Party Secretary of the University of Transport Technology, as President of the Society, with 100% consensus.
The three Vice Presidents elected with 100% approval were: Mr. Phạm Hoài Chung, Party Secretary and Chairman of the Members’ Council of the Shipbuilding Industry Corporation; Mr. Nguyễn Minh Đức, Vice Rector of Vietnam Maritime University; and Mr. Đỗ Thành Hưng, Vice President of the Society in its 2nd term. Mr. Ngô Tùng Lâm, Member of the Members’ Council of the Shipbuilding Industry Corporation, was unanimously elected Secretary General by the Executive Committee.

In his acceptance speech, Assoc. Prof. Dr. Vũ Ngọc Khiêm emphasized that the Executive Committee would promptly develop practical programs and action plans to effectively realize the Society’s objectives, ensuring that it truly serves as a bridge connecting scientists, enterprises, and state management agencies, thereby contributing to the sustainable development of Vietnam’s shipbuilding industry.
He further affirmed that the Society would continue to be a “common home” for shipbuilding and ship-repair enterprises, FDI and private enterprises, as well as maritime transport, logistics, and port operators. Broad participation by experts, scientists, and young engineers—particularly in the context of digital transformation and innovation—will enable the Society to more fully reflect practical needs and to more effectively connect technical research with operational and exploitation activities.
