UTT Implements Cooperation Program with the National Agency for Technology Entrepreneurship and Commercialization Development, Ministry of Science and Technology
To concretize the strategic cooperation contents between University of Transport Technology (UTT) and the National Agency for Technology Entrepreneurship and Commercialization Development (NACENTECH), Ministry of Science and Technology, the University organized a conference on March 5, 2026 to implement the cooperation program between the two institutions. The conference focused on discussing orientations for collaboration in education, scientific research, and the promotion of innovation activities.
Attending the conference, representatives from NACENTECH included Dr. Phạm Hồng Quất – Director General, Mr. Hà Quốc Trung – Deputy Director General, and Mr. Nguyễn Đắc Bình Minh – Deputy Director General, along with scientists and experts. Representing University of Transport Technology were Assoc. Prof. Dr. Nguyễn Hoàng Long – Rector, Dr. Trần Thanh An – Vice Rector, Dr. Trần Hà Thanh – Vice Rector, and representatives of leadership from various units within the University.

Overview of the conference
During the conference, both sides discussed and agreed upon several key areas of cooperation. Among them, the implementation of a joint appointment model for lecturers was identified as a central task. Under this model, PhD holders from NACENTECH will participate in teaching and research at UTT through a joint appointment mechanism. This arrangement is expected to strengthen the University’s academic resources while creating a direct bridge between university education and real-world research, innovation, and technological development.
The implementation of this model is expected to contribute to building an open academic environment, where scientists from research institutes and higher education institutions jointly engage in teaching, research, and knowledge development, thereby supporting both education and societal needs.

In addition, the two institutions agreed to collaborate in developing new academic programs associated with digital transformation, while strengthening activities related to training and human resource development. UTT will support the training of doctoral candidates for NACENTECH staff members. At the same time, the two sides will jointly organize short-term training programs on innovation for enterprises, corporations, and local authorities.

In the field of scientific research, UTT and NACENTECH aim to establish interdisciplinary strong research groups, focusing on areas with high development potential such as machine learning, digital technologies, and data science, with the goal of advancing specialized research and improving the quality of international publications. With its strong faculty team, an increasingly solid research foundation, and the Journal of Science, Technology and Transport (JSTT) indexed in Scopus, UTT is expected to play an important role in promoting joint research activities between the two institutions.

The two sides also discussed the possibility of co-developing laboratories, sharing and effectively utilizing facilities and scientific resources to create favorable conditions for research, experimentation, and technological development. In addition, both parties will explore the development of a platform for the commercialization of scientific and technological products developed by the Institute, contributing to the transfer and practical application of research outcomes.
The conference also addressed cooperation between UTT and the Institute for Digital Transformation Development and Green–Digital Dual Transformation, as well as participation in the development of the digital innovation platform of the Ministry of Construction.
At the conclusion of the conference, both parties agreed to finalize a detailed cooperation plan and prepare a memorandum of understanding on the sharing and utilization of facilities and scientific resources, which will serve as the foundation for implementing long-term and effective collaboration activities.
