UTT Delegation Visits and Works at Moscow Technical University of Communications and Informatics (MTUCI), Russian Federation

From March 9 to March 21, 2026, a delegation from the University of Transport Technology (UTT), including PhD Candidate Phạm Đức Anh – Deputy Head of Division in charge of the Division of Software Technology, and M.Sc. Trần Văn Tâm – Lecturer of the Division of Software Technology, Faculty of Information Technology, conducted a working visit to the Russian Federation. The delegation participated in the International Science Festival CIFR-2026 and an Internship program themed “The Synergy of Artificial Intelligence and Quantum Technologies in Advanced Communication and Information Systems,” organized by the Moscow Technical University of Communications and Informatics (MTUCI).

The visit not only contributed to strengthening international cooperation in training and scientific research but also served as an opportunity for UTT to affirm its strategic role in the Network of Centers of Excellence and Talent in transport technology and advanced, intelligent infrastructure under Decision No. 374/QĐ-TTg of the Prime Minister.

Highlights at the International Science Festival CIFR-2026

Held from March 10 to March 14, 2026 at MTUCI, CIFR-2026 is an academic forum bringing together numerous scientists, experts, and technology enterprises from Russia, CIS countries, Central and Southeast Asia, China, Africa, and the Middle East.

At the opening ceremony, attended by Assoc. Prof. Dr. Sergey Erokhin – Rector of MTUCI; Mr. Eldar Gayfutdinov – Deputy Head of the Department for IT Development and Telecommunications Infrastructure under the Office of the President of the Russian Federation; along with major technology corporations such as Beeline, Rostelecom, Sber, and VTB, the UTT delegation participated in key academic activities, including the plenary session of the Conference on “Information Society Technologies” (TIO-2026), advanced digital technology exhibitions showcasing the latest solutions from leading Russian technology partners, and specialized workshops.

The delegation also actively participated in several important thematic workshops, including: the “On Board 2026” workshop on airborne communication systems and signal processing; the workshop on “Challenges in Implementing Applied Artificial Intelligence” featuring presentations from MTUCI experts and representatives from Sberbank, Yandex, Ozon, and VTB; the roundtable discussion “Business Clubs in Action” on student entrepreneurship development; the international roundtable on Information Security workforce training; and the CIFR-2026 UAV Racing Competition—a technology event attracting significant attention from students and international delegations.

Notably, at the international roundtable on Information Security workforce training chaired by Assoc. Prof. Dr. Sergey Erokhin – Rector of MTUCI, M.Sc. Trần Văn Tâm presented a paper titled “Development of the Center of Excellence and Talent in Intelligent Transport and Smart Infrastructure at the University of Transport Technology.” The presentation emphasized UTT’s leading role in the Network of Centers of Excellence and Talent in transport technology and advanced, intelligent infrastructure assigned by the Prime Minister under Decision No. 374/QĐ-TTg, and introduced the notable achievement of the University’s Journal of Science and Technology in Transport (JSTT) being indexed in Scopus. The presentation received strong interest and positive evaluations from international scientists, thereby enhancing the University’s academic reputation.

Overview of the international roundtable on Information Security workforce training

In-depth Technological Exposure through the Internship Program on AI and Quantum Technologies at MTUCI

In parallel with academic activities, from March 9 to March 19, 2026, the delegation participated in the Internship program “The Synergy of Artificial Intelligence and Quantum Technologies in Advanced Communication and Information Systems” organized by MTUCI. The program included in-depth lectures delivered by leading experts in quantum computing, quantum communications, and AI applications in telecommunications.

Key lectures included: “Synergy of Artificial Intelligence and Quantum Technologies in Advanced Communication and Informatics Systems” by Dr. Klenov Nikolay Viktorovich; “Gigahertz and Sub-Terahertz Quantum Detectors” by Dr. Pankratov Andrey Leonidovich; and “Quantum Computing in Russia: From Fundamental Discoveries to National Technology Initiative” by Dr. Ryazanov Valery Vladimirovich of the Institute of Solid State Physics, Russian Academy of Sciences, Professor at Moscow Institute of Physics and Technology (MIPT).

A highlight of the program was the hands-on sessions at the MTUCI Quantum Center, including the lab “Working with Single Photon Detectors (APDs) – Signal Registration, Noise Measurement” (March 13, 2026) and the lab “Quantum Channel Time Domain Reflectometry (OTDR) – Detecting Faults and Losses in Fiber” (March 20, 2026). These experiences provided practical insights into the potential applications of quantum technologies in building secure communication infrastructure for intelligent transport systems.

Promoting Bilateral Cooperation and Expanding International Connectivity

Within the framework of the visit, the UTT delegation held a working session with the leadership of MTUCI to discuss orientations for long-term cooperation in key fields such as information technology, cybersecurity, artificial intelligence, and quantum technology.

Both sides agreed to promote academic exchange programs and joint research in training high-quality human resources. MTUCI leadership highly appreciated UTT’s development orientation, especially its role as a leading institution in the network of centers of excellence and its research achievements.

Cultural Exchange and Promotion of Vietnam’s Image

In addition to professional activities, on March 14, 2026, the delegation participated in the International Cultural Day—the closing event of CIFR-2026—with performances by students from Vietnam, Abkhazia, Afghanistan, Bolivia, Congo, Indonesia, Kyrgyzstan, Mongolia, Ghana, Tajikistan, Turkmenistan, and Uzbekistan. This was an opportunity to strengthen cultural exchange and foster friendship among participating countries. Assoc. Prof. Dr. Sergey Erokhin – Rector of MTUCI, highly appreciated Vietnamese students studying at the University for their contributions to learning, research, and promoting Vietnamese culture in the Russian Federation.
