National Scientific Conference: “Training and Supplying Human Resources in the New Era: Current Situation and Solutions”

On the morning of April 10, 2026, the University of Transport Technology (UTT), in collaboration with the People’s Representative Newspaper, organized a national scientific conference entitled “Training and Supplying Human Resources in the New Era: Current Situation and Solutions.”

Attending the conference were Ms. Phạm Thị Thanh Huyền – Editor-in-Chief of the People’s Representative Newspaper; Assoc. Prof. Dr. Nguyễn Hoàng Long – Party Secretary and Rector of the University; members of the Board of Management; representatives of affiliated units; along with more than 150 delegates, including experts, scientists, managers, lecturers, and students from Party and State agencies, academies, universities, and research institutes nationwide.

Delivering the opening remarks, Assoc. Prof. Dr. Vũ Ngọc Khiêm – Vice Rector of the University, emphasized that the conference was held in a context where the country has achieved significant milestones: the success of the 14th National Party Congress, which set strategic directions for a new development phase; and the successful election of deputies to the National Assembly and People’s Councils for the 2026–2031 term, further strengthening the political and social foundation and public trust. In particular, the implementation of resolutions on science and technology development, innovation, national digital transformation, and Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training has affirmed the pivotal role of knowledge and high-quality human resources, creating strong momentum for higher education institutions to innovate and improve training quality.

In the context of the Fourth Industrial Revolution and digital transformation, the demand for human resources is increasing, requiring fundamental changes in training and supply. Therefore, the conference aimed to assess the current situation, identify limitations, and propose comprehensive and feasible solutions to develop high-quality human resources, meet labor market demands, and narrow the gap between training and practical needs.

Speaking at the conference, Ms. Phạm Thị Thanh Huyền – Editor-in-Chief of the People’s Representative Newspaper, stated that the 14th National Party Congress identified human resource development—especially high-quality human resources associated with science, technology, innovation, and digital transformation—as a key driver of the new growth model and an urgent requirement. This viewpoint has been repeatedly emphasized by senior leaders, highlighting that human resource development must take the lead, placing people at the center of digital transformation and sustainable development. Accordingly, meaningful digital transformation cannot be achieved without a capable digital workforce, and rapid, sustainable growth cannot be realized without adequate investment in people.

According to her, achieving this goal requires close coordination among educational institutions, enterprises, and the State, in which the media plays a vital role in dissemination, connection, and policy promotion. The conference serves not only as a scientific forum but also as a starting point for policy communication, helping to spread ideas to policymakers, legislative bodies, and society at large, thereby transforming policies into shared awareness and action. In the new era, journalism not only reports information but also provides direction, proposes solutions, and connects stakeholders, contributing to bringing strategic issues such as human resource development into broader public discourse and building a foundation for effective policymaking and social consensus.

According to Dr. Phạm Văn Tân – Dean of the Faculty of Law and Politics, the Organizing Committee received 68 papers from experts, scientists, managers, lecturers, and students. Contributors came from Party and State agencies, academies, universities, provincial political schools, and research and training institutions nationwide. The papers provided in-depth analysis from both theoretical and practical perspectives, focusing on four key issues:

First, analyzing the new context and major trends affecting human resource training and utilization, particularly the impact of digital transformation, the digital economy, the green economy, and international integration.

Second, assessing the current state of Vietnam’s human resource training and supply system, including achievements, limitations, shortcomings, and underlying causes.

Third, identifying new requirements for human resources in the upcoming development phase, especially in terms of professional skills, digital skills, innovation capacity, and adaptability to dynamic working environments.

Fourth, proposing comprehensive and feasible solutions to fundamentally and comprehensively reform education and training; strengthen linkages between universities and enterprises; improve mechanisms and policies for human resource development; and promote a lifelong learning ecosystem.

Dr. Phạm Văn Tân noted that a highlight of the conference was the scientific quality of the papers, ensured through an independent, objective, and rigorous peer-review process by the Journal of Science and Transport Technology (JSTT) of UTT. The selection of outstanding papers for publication in the Special Issue of the journal and inclusion in the conference proceedings not only recognizes the contributions of the authors but also reflects the Organizing Committee’s efforts to generate and disseminate valuable knowledge with significant scientific and practical implications.

With two main sessions, the conference focused on key discussions, including: identifying factors influencing human resource training and supply in the context of the new era; and sharing domestic and international experiences in training and supplying human resources among universities, academies, and enterprises to enhance effectiveness and quality in alignment with national development trends.
