UTT designated as the leading institution for the Network of Centers of Excellence and Talent Training in Advanced and Intelligent Transport Technology and Infrastructure
On August 1, 2025, in Hanoi, the Ministry of Education and Training organized the Conference to Announce the Networks of Centers of Excellence and Talent Training in the field of Industry 4.0 Technologies in Northern Vietnam. This event is a key initiative in implementing the Prime Minister’s Decision No. 374/QĐ-TTg on developing a network of centers of excellence and talent training in Industry 4.0 technologies by 2030.
The conference was chaired by Deputy Minister of Education and Training Nguyễn Văn Phúc and attended by leaders of relevant departments and agencies under the Ministry; representatives from selected higher education institutions designated to lead or participate in the networks; and representatives from research institutes as well as domestic and international enterprises.
The delegation of the University of Transport Technology (UTT) was led by Assoc. Prof. Dr. Nguyễn Hoàng Long – Rector of the University, accompanied by leaders of professional units and members of the proposal development team for the Center of Excellence and Talent Training.

At the conference, representatives of the leading higher education institutions presented their plans to establish and develop networks of centers of excellence in priority technological domains. Discussions focused on strengthening the linkage between education, research, and industry, promoting innovation, and training high-quality human resources for the 4.0 Industrial Revolution.
University of Transport Technology is one of 13 higher education institutions entrusted by the Prime Minister to lead the development of a Network of Centers of Excellence and Talent Training. The University is responsible for spearheading the network in the field of advanced and intelligent transport technology and infrastructure — a critical sector for infrastructure modernization and smart urban development in Vietnam. Additionally, UTT is also a member of other networks, including the Artificial Intelligence and Semiconductor Industry network led by Hanoi University of Science and Technology, and the New Materials and Construction Technology network led by Hanoi University of Civil Engineering.
In his presentation titled “Promoting the Pivotal Role of UTT in Developing the Network of Centers of Excellence and Talent Training in Advanced and Intelligent Transport Technology and Infrastructure”, Assoc. Prof. Dr. Nguyễn Hoàng Long emphasized that, amid the profound impacts of Industry 4.0 and digital transformation, the transport and infrastructure sector must undergo comprehensive reform, particularly in the training of high-quality human resources. The establishment of centers of excellence is a strategic solution to effectively connect academia, enterprises, and government, and to accelerate the application of advanced technologies in practice.

UTT has proactively established an extensive cooperation network comprising 12 reputable universities, 2 specialized research institutes, technology, construction and transport enterprises, and government agencies under the Ministry of Construction, as well as localities with practical application needs.
Participating universities include: University of Transport Technology (UTT), Hanoi University of Science and Technology, Hanoi University of Civil Engineering, University of Science and Technology – University of Danang, University of Transport and Communications, Ho Chi Minh City University of Transport, Can Tho University, Hanoi Architectural University, Ho Chi Minh City University of Technology and Education, University of Construction – Central Region, University of Construction – Western Region, and Kien Giang University. Participating research institutes include: Institute for Building Science and Technology (IBST) and Institute of Construction Economics.
Enterprises participating in the network include: Vietnam Posts and Telecommunications Group (VNPT), Tri Nam Group, Vietnam Railways Corporation, FECON Corporation, V&V Technology Solutions Investment and Development JSC, Hai Hoa Co., Ltd., Beazeni Software Co., Ltd., NTQ Solution JSC, Dichung JSC, and Lead Consulting JSC, etc.
UTT has also implemented various training programs aligned with modern technologies such as artificial intelligence, smart transport infrastructure, Building Information Modeling (BIM), and the operation of urban and high-speed railways. The University places strong emphasis on scientific research and international publication, as demonstrated by its international edition of the Journal of Science and Transport Technology (JSTT), which has been indexed in Scopus. Notably, JSTT is the first Scopus-indexed journal in Vietnam published by a university.

Looking ahead, UTT will coordinate with network members to implement outstanding training programs, professional retraining, and upskilling in the transport and infrastructure sector. These programs will integrate cutting-edge technologies such as Artificial Intelligence (AI), Big Data, new materials, green energy, and more. At the same time, the University will invest in advanced laboratories and open innovation centers to enhance research, increase international publications, and promote technology transfer and practical application.

The designation of UTT as the leading institution for the Network of Centers of Excellence and Talent Training affirms its professional capabilities and highlights its pioneering role in education, research, and innovation to serve the development of transport infrastructure in the digital era.
The conference concluded with the official announcement of seven networks of centers of excellence and talent training in seven priority technology fields in Northern Vietnam. Delegates reached a consensus to work closely and implement coordinated activities during the 2025–2030 period. This event marks a significant milestone in building an integrated ecosystem of education, research, and innovation in support of Vietnam’s industrialization and modernization aligned with Industry 4.0.
