Functions and Duties of the Institute of Continuing and Distance Education

1. Functions

To advise and assist the Rector in organizing and managing training activities; to implement educational programs in accordance with assigned functions; to organize consultancy services for study abroad and internship opportunities; to provide guidance and support for learners in accordance with regulations; to organize foreign language training and professional development programs; and to implement other tasks related to education and training as assigned by the University.

2. Duties

a) Enrollment, training organization and management

  • To coordinate in developing annual enrollment plans and admission schemes;
  • To organize and manage training programs including articulation programs, part-time degree programs, and distance education programs;
  • To organize and implement academic programs, admission procedures, teaching plans, assessment activities and academic management in accordance with regulations;
  • To coordinate with relevant units to recognize academic results, transfer credits for learners enrolled in articulation, part-time or distance learning programs; to organize examinations, assess learning outcomes, and manage quality assurance in accordance with current regulations;
  • To coordinate and propose tuition fee levels and organize tuition collection in accordance with current regulations.

b) Development and management of distance education programs and digital learning resources

  • To propose and develop distance education programs at undergraduate level in accordance with social needs;
  • To manage and operate distance education programs;
  • To develop, submit and implement regulations, guidelines, and procedures related to training programs under the Institute’s management;
  • To propose, develop, and update curricula; to coordinate the development of teaching materials and learning resources; to manage teaching staff engaged in training activities;
  • To coordinate the development, appraisal, and deployment of e-learning materials and digital learning platforms;
  • To collaborate with software providers in managing learning management systems and resolving technical issues related to academic operations.

c) Management of cooperative training and enrollment activities

  • To propose, organize, and manage cooperative training programs and joint enrollment activities;
  • To manage training cooperation agreements and joint training programs with domestic and international partners.

d) Student management and academic support

  • To develop and implement student management plans, including political education, academic advising, and learner support activities;
  • To manage student records, academic progress, and compliance with training regulations;
  • To process administrative procedures such as confirmation letters, academic transcripts, certification, and official correspondence related to learners under the Institute’s management.

e) Short-term training and community services

  • To organize short-term training programs responding to societal and labor market demands;
  • To manage training programs, assess learning outcomes, and issue certificates in accordance with regulations;
  • To manage records, documentation, and financial settlements related to short-term training programs.

f) Other duties

  • To monitor and report teaching workloads for faculty involved in programs managed by the Institute; to coordinate with relevant units in workload calculation and performance evaluation;
  • To organize scientific and technological activities; to collaborate with enterprises and organizations in research, training, and technology transfer; to promote applied research and industry–university collaboration;
  • To build and promote the Institute’s brand and reputation; to strengthen alumni networks and foster engagement in support of the University’s development;
  • To perform other tasks as assigned by the Rector.
