Conference on the Review of the University Council’s Activities of the University of Transport Technology in 2025

On December 30, 2025, the University of Transport Technology (UTT) held the Conference on the Review of the University Council’s Activities in 2025, in the context of significant adjustments in the higher education governance system, which have set new requirements for the exercise of institutional autonomy and the enhancement of university governance quality. The Conference was chaired by Assoc. Prof., Dr. Vũ Ngọc Khiêm, Party Secretary and Chairperson of the University Council.

Attending the Conference were Assoc. Prof., Dr. Nguyễn Hoàng Long, Deputy Party Secretary and Rector; members of the Board of Rectors, leaders of affiliated units, and all members of the University Council for the 2025–2030 term.

In his opening remarks, Assoc. Prof., Dr. Vũ Ngọc Khiêm, Party Secretary and Chairperson of the University Council, emphasized that the Conference not only reviewed the activities of the past year but also served as a forum to discuss and prepare solutions to adapt to new regulations and policies of the Party and the State. Objective assessment and reflection would enable the University Council to further promote its strategic orientation role, ensure transparency and accountability, and foster consensus across the University.

Presenting the review report, Assoc. Prof., Dr. Ngô Thị Thanh Hương, Vice Chairperson of the University Council and concurrently Head of the Department of Science and Technology & International Cooperation, outlined the key outcomes of the University Council’s activities in 2025. The Council adopted and resolved many important matters, including the improvement of institutional regulations, the opening of new academic programs and distance education programs, the approval of the University Development Strategy for 2025–2030, and the consolidation of organizational structures and personnel. Supervisory activities were conducted in accordance with regulations, focusing on the implementation of resolutions, training activities, science and technology, personnel organization, finance, and student affairs, thereby promptly proposing solutions to enhance governance effectiveness and maintain institutional stability.

The report also identified key tasks and directions for the University Council in 2026, focusing on continued thorough dissemination and strict implementation of resolutions and directives of the Central authorities; proactive coordination and compliance with new instructions from competent authorities on improving the university governance model; ensuring organizational stability; and closely accompanying the Board of Rectors in implementing adopted resolutions, thereby maintaining discipline and improving the overall effectiveness of the University’s operations.

At the Conference, members of the University Council engaged in active and candid discussions, contributing opinions on governance models, autonomy mechanisms, and the practical implementation of policies, while also proposing solutions to strengthen coordination among units and enhance operational effectiveness and accountability.

Concluding the Conference, Assoc. Prof., Dr. Vũ Ngọc Khiêm emphasized the need for flexible adaptation to the new context, the promotion of the leadership role of the Party Committee, the strengthening of consultation and strategic advisory mechanisms, and enhanced coordination among the University Council, the Board of Rectors, and affiliated units. These are essential foundations for the University of Transport Technology to develop in a modern, sustainable, and internationally integrated direction.
