Conference Announcing Decisions on Appointment of the Rector, Vice Rectors, and Approval of the Secretary and Deputy Secretary of the Party Committee for the 2025–2030 Term
On April 3, 2026, the University of Transport Technology (UTT) solemnly held a conference to announce decisions on the appointment of the Rector, Vice Rectors, and the approval of the positions of Secretary and Deputy Secretary of the University Party Committee for the 2025–2030 term. Mr. Phạm Minh Hà – Deputy Minister of Construction, chaired the conference.
This is an important political task to concretize and effectively implement the directives of the Politburo, particularly Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, and Resolution No. 71-NQ/TW on breakthroughs in education and training development. The event contributes to promoting university autonomy, improving training quality, strengthening linkage with practical demands, and enhancing international integration in the new development phase.
Attending the conference, on the side of the Ministry of Construction were Mr. Vũ Thành Trung – Director General of the Department of Organization and Personnel; Mr. Nguyễn Văn Nghĩa – Deputy Director General of the Department of Organization and Personnel. On the side of the Party Committee of Hanoi Universities and Colleges were Mr. Nguyễn Thanh Sơn – Member of the Hanoi Party Committee, Secretary; Mr. Phạm Văn Hải – Member of the Standing Committee, Head of the Organization Commission; Mr. Nguyễn Hải Ninh – Chairman of the Inspection Commission. On the side of the University were members of the Standing Committee of the Party Committee, the Board of Management, leaders of units, mass organizations, and a large number of staff and lecturers.

At the program, Dr. Trần Thanh An – Vice Rector, announced the decisions of the Ministry of Construction on the appointment of the Rector and Vice Rectors of the University of Transport Technology; and Mr. Phạm Văn Hải – Member of the Standing Committee, Head of the Organization Commission of the Party Committee of Hanoi Universities and Colleges, announced the decisions approving the positions of Secretary and Deputy Secretary of the University Party Committee.
Accordingly, Assoc. Prof. Dr. Nguyễn Hoàng Long was appointed as Rector of the University of Transport Technology and approved as Secretary of the Party Committee. Assoc. Prof. Dr. Vũ Ngọc Khiêm was approved as Deputy Secretary of the Party Committee and serves as Vice Rector of the University of Transport Technology. The appointed Vice Rectors include Dr. Nguyễn Văn Lâm; Dr. Trần Hà Thanh; and Dr. Trần Thanh An.

Speaking at the conference, Mr. Phạm Minh Hà affirmed that the University of Transport Technology is an institution with more than 80 years of tradition, playing an important role in providing technical human resources for the transport and construction sectors, especially in the context of the country accelerating infrastructure development and key projects.
He emphasized that the appointed officials have been systematically trained, matured through practice, possess strong professional capacity and political qualities, and have made significant contributions to the development of the University. The consolidation of the leadership team demonstrates the attention of the Ministry of Construction to personnel work and is an important step in enhancing leadership and management capacity in the new phase.

Speaking at the program, Mr. Nguyễn Thanh Sơn – Member of the Hanoi Party Committee, Secretary of the Party Committee of Hanoi Universities and Colleges, congratulated those approved for the positions of Secretary and Deputy Secretary of the University Party Committee for the 2025–2030 term, while acknowledging and appreciating the proactive, systematic approach to organizational consolidation as well as the unity and consensus of the University’s leadership.
He requested that the University Party Committee in the new term continue to promote its comprehensive leadership role, uphold the principle of democratic centralism, strengthen Party building in a clean and strong direction, closely link Party building with professional tasks, promote innovation and digital transformation, and improve the quality of training and scientific research to meet development requirements in the new period.

In his acceptance remarks, Assoc.
