Functions and Duties of the Department of Science and Technology Management and International Cooperation

1. Functions

The Department of Science and Technology Management and International Cooperation advises and assists the Rector in managing and implementing activities related to science and technology, environmental protection, international cooperation, and scientific research and innovation in the field of transportation. The Department is responsible for disseminating scientific and technological knowledge, organizing scientific research activities, and introducing scientific and technological achievements through the University’s scientific journal.

2. Duties
a) Management and implementation of science and technology activities

  • To take the lead in developing and implementing strategies, long-term plans, annual plans, and financial plans for science and technology activities and environmental protection, subject to approval by the Rector;
  • To advise on the promulgation of regulations governing science and technology activities of the University;
  • To coordinate with relevant units in formulating and implementing projects aimed at strengthening scientific research capacity and technology transfer using domestic and international funding sources;
  • To coordinate with relevant units in implementing projects for procurement and upgrading of facilities and equipment serving teaching and scientific research using lawful funding sources;
  • To coordinate with relevant units in receiving, managing, and using assets and equipment in accordance with current regulations;
  • To provide consultancy and support for faculties and units in organizing scientific research activities, conferences, seminars, and research programs for lecturers and students;
  • To advise on the establishment, management, and support of research groups and key research teams within the University;
  • To organize the registration and implementation of scientific research projects at national, ministerial, institutional and other levels, and submit them to the Rector for approval;
  • To organize scientific conferences, workshops, and seminars; disseminate standards, technical regulations, and new technologies related to the University’s training fields;
  • To summarize and evaluate scientific and technological activities; advise the Rector on the management and application of research outcomes and technology transfer;
  • To coordinate in developing and submitting dossiers for the recognition of laboratories and research units by competent authorities;
  • To develop databases and information systems related to science and technology activities; exchange scientific and technological information with domestic and international institutions;
  • To act as the focal point in working with state management agencies regarding science and technology activities.

b) International cooperation activities

  • To formulate and implement long-term strategies and annual plans for international cooperation, subject to approval by the Rector;
  • To manage and supervise the implementation of international cooperation activities;
  • To propose and submit to the Rector regulations on international cooperation activities of the University;
  • To coordinate with the Office of Organization and Personnel in submitting proposals for approval of overseas study, training, and working missions for staff and lecturers;
  • To manage and implement international cooperation activities in scientific research, technology transfer, and environmental protection;
  • To coordinate and organize international projects, technical assistance programs, international conferences and workshops.

c) Management of scientific journals and publications

  • To manage and operate the University’s Journal of Science and Technology;
  • To organize the editing and publication of regular and special issues in accordance with legal regulations and the publication license;
  • To cooperate with domestic and international publishers, research institutions, and scholars to develop the journal in compliance with its mission and objectives.

d) Other duties

  • To perform other tasks assigned by the Rector.
