Functions and Duties of the Department of Investment Management and Construction
1. Functions
The Department of Investment Management and Construction is responsible for advising and assisting the Rector in the management of investment activities, development of infrastructure, and implementation of construction projects of the University in accordance with applicable laws and regulations; managing master planning for campus development in compliance with approved planning regulations.
2. Duties
a) To serve as the focal unit in formulating medium- and long-term investment development plans and annual investment plans using various funding sources, and to submit them to the Rector for consideration and approval;
b) To seek and mobilize investment capital sources; identify investment opportunities; and organize the preparation and promotion of construction investment projects;
c) To take the lead in preparing legal documentation related to land expansion, construction investment projects, and annual capital plans; to monitor, supervise, and evaluate the implementation of investment plans; and to propose adjustments to investment plans in case of arising requirements or inconsistencies during project implementation;
d) To prepare designs, cost estimates, and organize the implementation of minor construction and renovation works within the University;
e) To manage and supervise the implementation of the overall campus master plan in accordance with approved planning;
f) To prepare annual reports on capital implementation, manage settlement of completed construction projects, and organize audits in accordance with regulations;
g) To organize bidding processes, select contractors in compliance with legal regulations, and prepare relevant documentation for contract negotiation and signing as prescribed;
h) To supervise construction activities, monitor contract performance, conduct acceptance procedures, hand over completed works, and ensure warranty obligations in accordance with regulations;
i) To monitor and report on disbursement, payment, and settlement processes for construction projects from preparation to completion and commissioning;
j) To inspect, supervise, and evaluate the effectiveness of project implementation, maintenance, and warranty activities in accordance with regulations;
k) To take the lead in preparing periodic and ad hoc reports related to investment and construction activities;
l) To archive and manage records and documentation of construction investment projects in compliance with legal regulations;
m) To perform other duties as assigned by the Rector.
