Functions and Responsibilities of the Personnel Organization Department
1. Functions
The Personnel Organization Department advises and assists the Rector in managing and implementing activities related to personnel organization; personnel policies; commendation and reward; disciplinary affairs; and internal political protection within the University.

2. Duties
a) Organizational structure and personnel management
- Develop and promulgate regulations on the organizational structure and operational mechanisms of the University;
- Develop and consolidate the organizational structure and staffing of the University;
- Coordinate with relevant units to review, amend and supplement regulations governing organizational structure, functions, and responsibilities of subordinate units;
- Develop job position schemes and staffing structures in accordance with regulations.
b) Personnel affairs
- Formulate strategies for human resource development; develop plans for training and professional development of officials and employees;
- Plan, implement and manage activities related to appointment, reappointment, rotation, secondment, dismissal and resignation of managerial staff;
- Organize recruitment, reception, transfer, secondment, termination of employment contracts, and other personnel-related procedures for officials and employees;
- Implement promotion and rank conversion for professional titles;
- Manage personnel records, personal profiles, staff identification codes; update and archive records in accordance with regulations;
- Manage the list of reserve officers and mobilization forces;
- Monitor staff morale and provide recommendations to the Rector regarding political and ideological affairs within the workforce;
- Conduct performance evaluation and classification of officials and employees.
c) Policies and benefits
- Develop and implement policies and benefits for officials and employees in accordance with current regulations and the University’s internal expenditure regulations;
- Coordinate with social insurance authorities to verify and manage salary scales, allowances, and related benefits;
- Develop and implement policies to attract talents and support staff in professional development and scientific research.
d) Commendation, rewards, and disciplinary affairs
- Develop and implement annual commendation and reward plans;
- Compile and propose commendation and reward cases for collectives and individuals with outstanding achievements;
- Handle disciplinary actions in accordance with current regulations.
e) Other duties
- Prepare periodic and ad hoc reports as required by competent authorities and the University;
- Coordinate with relevant units and local authorities in ensuring internal political security;
- Perform other tasks assigned by the Rector.
