Conference of Public Employees and Laborers 2023
On January 10, 2023, the University of Transport Technology (UTT) solemnly held the 2023 Conference of Public Employees and Laborers to review and assess the implementation of the 2022 Conference Resolution and to define the key orientations and tasks for 2023.
Overview of the Conference of Public Employees and Laborers 2023
Attending the Conference were Mr. Phạm Hùng Anh, Director of the Department of Political Education and Student Affairs, Ministry of Education and Training (MOET); Mr. Lê Ngọc Minh, Vice President of the Vietnam Transport Trade Union; representatives from the Department of Personnel Organization, Ministry of Transport; and representatives from the Department of Political Education and Student Affairs, Ministry of Education and Training.
From the University, the attendees included: Assoc. Prof. Dr. Vũ Ngọc Khiêm, Secretary of the Party Committee, Chairman of the University Council; Assoc. Prof. Dr. Nguyễn Hoàng Long, Rector; Dr. Nguyễn Mạnh Hùng, Vice Rector; Dr. Nguyễn Văn Lâm, Vice Rector; Dr. Lê Thu Sao, President of the University’s Trade Union; along with 157 distinguished delegates representing nearly 700 public employees and laborers across the entire University.

At the Conference, participants listened to various reports, including Report on the implementation of tasks in 2022 and Financial plan and key tasks for 2023, presented by Assoc. Prof. Dr. Nguyễn Hoàng Long, Rector; Report on the activities of the University Council in 2022, Implementation of Democratic Regulations in University Operations, and the Management and Use of Finances and Assets, presented by Assoc. Prof. Dr. Vũ Ngọc Khiêm, Secretary of the Party Committee, Chairman of the University Council; Report on the 2022 Activities and 2023 Work Plan of the People's Inspection Committee, presented by Mr. Phạm Văn Tân, Head of the Committee.

On behalf of the University’s leadership, Assoc. Prof. Dr. Nguyễn Hoàng Long presented the outcomes of the 2022 tasks, financial planning, and strategic priorities for 2023. Accordingly, 2022 marked the University’s return to normal teaching and learning operations after the COVID-19 pandemic and was also a year filled with major events and significant external activities. Thanks to unity, resilience, dynamism, and creativity—as well as the dedication of the staff and the determination of the entire political system—the University successfully fulfilled its tasks and achieved commendable results across education, scientific research, and quality assurance. Especially noteworthy, in 2022, UTT was among the first 14 universities in Vietnam to be recognized as meeting institutional accreditation standards and was awarded the second-cycle Certificate of Education Quality Accreditation.

In addition to the achievements, the reports also acknowledged certain limitations and challenges to be addressed. The key tasks for 2023 will focus on training and development of human resources; establishing efficient workflows and applying information technology in digital transformation toward a smart university model; accreditation and development of high-quality training programs; further enhancement of applied scientific and technological activities; expanding partnerships with domestic and international institutions; increasing support for students and community engagement; etc. All these efforts aim to successfully realize the University Development Strategy for the 2021–2030 period with a vision toward 2045.
At the Conference, representatives from the Ministry of Education and Training, the Vietnam Transport Trade Union, and the University announced and awarded commendations to collectives and individuals with outstanding achievements in 2022.

During the discussion session, the University’s leadership addressed various inputs and proposals collected from grassroots-level employee conferences and direct discussions during the Conference. All contributions expressed strong agreement with the reports presented and also offered practical suggestions and solutions to enhance and further develop the University’s operations.

Also at the Conference, the delegates cast votes to elect the People’s Inspection Committee for the 2023–2024 term, including three members: Ms. Nguyễn Thùy Anh, Mr. Phạm Văn Tân, and Mr. Trần Ngọc Vũ.
The 2023 Conference of Public Employees and Laborers of the University of Transport Technology concluded successfully in a spirit of unity and consensus among all public employees and laborers, reaffirming their commitment to achieving the objectives set forth in the 2023 Conference Resolution.
